Mullins....Dude is a good coach
Bert.... Low talent, great coordinator hires...
Mac... Used talent left by Boom this season

Basing off talent and competitiveness with said talent alone I'd have to put Stoops a couple spots higher since his team is definitely improving on the field year to year with bottom of the barrel recruits. But overall I agree with your list.
