Moseley Targeting Call Clip
I think what the refs are "using" there are his head was down and there was incidental contact with the head, combined.

Don't get me wrong, I think it's BS. That was not the crown, and yeah, that was incidental head contact with the hit actually in the chest. And did not leave his feet.

The one thing I'd like to see is a modification to the rule about who is a protected player (or is the terminology "defenseless player"?). If a QB runs the football, participates in the play other than passing (such as Brandon Harris actually having a blocking assignment on the backside when LSU runs the toss dive; UGA does same), or runs toward the play on fumble/INT should not be considered protected or defenseless.

I can't remember who/when it was, I think a Big XII game earlier in the year, I saw a QB throw a block on a run play where the RB reversed direction and he leveled a blitzing DB (or LB?) with a shot under the chin. Defender was called for targeting; that's the worst I've seen.
