No, it would be like calling all of Germany evil spawns of satan when Hitler and Himmler were leading the Holocaust.
You act like State is full of nothing but thugs breaking ankles and gouging eyes out when in reality, Day and this incident are the only times I can think of something happening. This incident isn't even THAT unsportsmanlike. He pressed his leg into the ground.
