False, all that act did was reorganize the district of Columbia's local municipal governments into a single territory with an appointed governor. The district continued to be governed by Congress until the 1970s.

This is sorta-correct. Andrew Jackson fought a war with the Bank of the United States for a reason, but Congress has the authority to create a central bank system, and did in 1913. I don't approve of it, but it is legal.
