Probably both. At Arkansas, we had really good instate classes his first 2-3 years, but then it dried up. Tyler Wilson, Joe Adams, Greg Childs, Chris Gragg, DJ Williams and Jarius Wright were all instate guys from those classes. When they were gone, we had no skill players to replace them.

Probably the former. But I'll put it this way, a lot of his impact players here were in state guys that might have gone here regardless. It's not often you get a 5* QB transfer in when your state produces a 5* once a decade. It was just perfect timing.

At UofL he caught lightning in a bottle with Brian Brohm and Michael Bush. But also supplemented that with talented guys that nobody wanted to deal with/had issues off the field. He'll take a guy with an assault charge at somewhere like Louisville (I can't speak for Arkansas) if they have SEC talent.
He's a great offensive mind.

Petrino is a great coach, but he is not a good recruiter. He also still needs talent to win. Those 2010 and 2011 teams certainly had plenty of talent, albeit primarily on offense. He did manage to recruit some pretty good defensive line talent as well. The pieces were there in 2012 to make a run, but he still would have lost to Bama.
Had he not crashed into the ditch, everybody would have seen what he was really made of in 2013. There was too much talent lost and not enough help on the way. He probably would have done better than 3-8 with wins over Rutgers, Miss. St. and LSU.
The only problem is that Petrino has never stayed anywhere long enough to see if his way is sustainable. Bert has.
