The B12 was desperate when they added TCU (and WVU for that matter). The majority of FCS programs have bigger stadiums than Tulane.

The Big 12 isn't exactly a cavalcade of giant stadiums. TCU and Baylor both recently renovated and downsized in the process.

I say grab North Dakota State. They've already proven they can slap around top Big 12 teams while terrorizing the Big Ten as well. They may only have a handful of fans but those fans will damn sure tune in even if they are playing Iowa State.

Not to mention having a team around that is used to winning championships and expects to do so might rub off on the rest of the Big 12.

Yulman capacity is 30k and is designed to expand another 10k if needed.
