In fact they all left the Perpetual Union of the Articles of Confederation to adopt the U.S. Constitution; which was in force as soon as 11 ratified, with the last 2 outside the union prior to their ratification.
Buchanan's opinion is just that, and holds no weight as to the law.
There is no constitutional mechanism for a State to secede.
