Think of the way decisions have changed from individuals to conglomerates
1 football coach (Bobby Dodds) got Georgia Tech out of the SEC
1 football coach (Bobby Bowden) kept Free Shoes U out of the SEC
Today no single coach and probably no single AD has that kind of power anymore. Even if Saban or Cal wanted their respective schools out of the SEC it would not happen, same with their respective AD's. Even a lone college president probably does not have that kind of power.
In modern college sports it is a collection of schools, conference staffs, politicians, and corporate folks that make the big moves happen. Absent from the groups are coaches, fans, players, and students who are actually the end producers and consumers of the product created.

And then there is the Big 12 where a single AD can hijack/lead the whole process.
I do agree with your point though, the stakes have never been higher and that means it isn't a casual decision.
