If he's not pursuing the surgery is he really transgender? From a publicity standpoint, transgender garnishes sympathy while just being a transvesite gives you ridicule.

No, he isn't transgender. That's the current buzzword that a lot of crossdressers are using to garner sympathy that they manipulate to their advantages.
Having one's sexual organ surgically altered is a monumental step that only the most severe of GID cases wish to undergo. Mere narcississists such as Jenner have no interest in going that far.
