It should be a right that is earned by activity. My grandfather suggested after high school for a year or 2 every american should have to earn the right to vote by doing one of these 3 things to encourage better citizenship.

#1 Serve in the US military (not just reserve but boot camp then duty around the US and world)

OR

#2 Peace Corps or similar equivalent where you must spend a year or 2 overseas seeing how the rest of the world lives and some of the most crisis places in need of volunteer aid

OR

#3 Peace Corps equivalent in the US where kids would help inner city issues or possibly work in impoverished rural areas or possibly native reservations in rebuilding the bottom end of the american life


I like that Mormons have to serve 2 years in mission work but as the US protects independent religious freedom it should not encourage any single faith with such a program.
