Sure they are. Some states have higher market rates.

For example the market rate in Michigan is high. Right now both the top two programs in that state have two of the three highest paid coaches in the nation. They pay above market rates.

Meanwhile a state like Florida is below market rates. Muschamp was paid crap, and FSU is just barely paying Jimbo $5 million a year after winning a title.

Almost every major program can afford to pay their coaches more than they do. They don't because of social pressure- IE not wanting to drive up the market. Seeing as how this pressure varies state by state, so do the salaries.
