The Act of 1871 passed by Congress created a separate corporation known as THE UNITED STATES & corporate government for the District of Columbia. Thus DC acts as a Corporation through the Act. The flag of Washington’s District of Columbia has 3 red stars (the 3 stars denoting DC, Vatican City and City of London).

DC is the capital of the United States so I would say it is a part of it. It is NOT a part of a state though. I never knew about London. The Vatican flies under its own flag so I understand its sovereignty

Is it part of the 50 states? No.

As the FED is not a part of the United States, but has a huge roll in it.

It's a federal city designated as the Capital of the United States of America by the Residence Act of 1790 which is a duly enacted piece of legislation by the duly elected Congress of The United States of America composed of representatives from the states themselves and Congress is a body as duly established by the Supreme Law of the Land and that's the Constitution of the United States of America which was ratified by the 13 original colonies that became states. Can't get more American than that.
