If a police officer breaks the law he should pay for doing it. Period.
The way to stop these demonstrations is to sue the organizers, financiers and participants for damages. If there are riots and property is damaged or persons injured, they should go after the perps in civil court.
The so called DOJ won't touch them, but a tort lawyer just might.
