Cas I'm not saying you shouldn't be able to vote if you are on welfare, but if your family has been on welfare for more than a generation then no you can't vote.

My point is that, if the state is providing you a livelihood, you are tempted to vote for those politicians who promise to continue it.
I don't think government should be providing welfare of any kind, it should be the private sector, but since it does there should be strong incentives to get people off it as soon as possible.
