I have heard (and I don't know if its true or not) that the East and West upper decks are not exactly level with one another.
So "bowling" the end zones to connect the existing upper decks would be problematic if that is the case.

While it would never happen
-Increasing student section (making some loyalty program to encourage students to stay)
-Add luxury boxes/club seating to complete bowl
-Build new seating to eat away at current capacity and get it down to 80k
-Add some type of awning over upper deck as sun shade
Noise levels at Autzen Stadium (Oregon) are some the loudest in the country despite seating sub 70k. The key is filling the seats and getting people involved, not packing more apathetic people in.
Basketball did it right by downgrading in size to Auburn Arena. Easier to fill and energy is more electric
