Eh, not really. He's picking up guys off the screen instead of having to slow them down for the other defender to catch up. He's not helping, he's literally picking up the player and following through on the defense all the way to the basket in most cases (a lot of times resulting in the block).
What you're talking about is what typically happens when you don't have a big man who can guard a guard straight up.

It's still not proof of being able to straight up guard 1-5. As long as he is able to move his feet he should still be able to play competent defense on the switch because he'd already have separation because of the screen.
