Why pass a new rule when the current rule isn't enforced? Sort of a liberal dem solution to life

There's too much shite going on sometimes for the refs to catch it. This will make it more obvious, and therefore easier to enforce

I'd have no problem with that but I don't see conference officials stepping up saying what they would do to better resolve the missed instances by the officials.
