It's kind of a bull shite question because the lighting could be thrown off in the photograph. Are we supposed to say the color that we believe the dress is or what color is appears to be?
I think it's white and gold, but the bad lighting when the photo was taken makes it look like it's a subtle blue.
If it's true that deep blue and black dress is the actual dress pictured, then the lighting is REALLY throwing off the image coloring.

It's blue and black.
The pictures poor lighting and contrast masked it appear much lighter if you already can't see dim colors well.
