Good Lord, that is stupid... I am trying to find out exactly what went wrong other then the kid not signing.

I assume that there was contact with the kid that wouldn't typically be allowed without the FAA? There is no other reason they would have received penalties. Seems stupid to me, but schools are made aware there is a risk when they let the kid sign the FAA.
