Yeah, that doesn't exist. Since he did the field sobriety test afterwards and passed, it doesn't matter.

Edit: Implied Consent laws do exist, but they don't do what you say they do.

Yes they do. Refusal to submit to a breathalyzer results in an automatic 90 day license suspension but that's the machine at the station and not the field test.
