So what you're saying is...life was put in motion, and after 2000 (or so) years god realized he fricked up by not leaving any rules for us to follow. So the best idea the omnipresent, omnipotent screw-up could come up with was to kill everyone except one guys family...and STILL not give any rules (to Moses) until close to 500 years later.

Imagine it more like the parent of an unruly child that goes from hands on to hands off, strict to forgiving parenting styles in order to try and raise his kids.
Actually, he gives Noah some rules in exchange for promising to never destroy the world via water again.
