We can debate this all day because it's a judgement call. I think, by the letter of the law, it was illegal and there will be people who agree with me. You think it was legal, and there will be people who agree with you.
I can tell you this though, a flag is thrown in that situation more often than not in today's game.

I agree that if that play had happened this season it would have been called targeting.

It really isn't arguable, the player is within a yard when the catch is made. That isn't a judgement call, it's pretty definitive. Now whether or not it is targeting, that is debatable.
Actually, he led with the helmet and made contact directly to his facemask. Even if he didn't hit facemask, it's still targeting since the neck is also protected under the rule. So there is really no debate there either, two enforceable penalties on that play.
