I'm guessing this is at least partly because playing in the SEC artificially deflates your win totals and you end up playing teams that are beneath you. Can't be all of it though, because Arkansas.

Not really. In the 2010 Cotton Bowl we were unranked (8-4) and upset a ranked Okie State team. In the 2009 Cotton we were ranked 25th and upset 7th-ranked Texas Tech. In the 2004 Cotton we and Les Miles' Okie State had identical 9-3 records; we ranked 19 and they were 21. For some reason Ole Miss just seems to focus and do well in bowls.

Actually, I agree. We end up ranked lower at the end of the season than the team's true capabilities due to tough SEC losses, then get matched against somewhat inferior teams with similar (or higher) poll rankings due to them playing a weaker schedule. Considering the range of eras, and players, and coaches, it's the only explanation I can think of.
