I think a lot of it has to do with the fact that basketball just isn't a big deal in most areas of the south. Most of the athletes play football and baseball growing up and basketball is just something to pass the time. In places like Indiana and North Carolina, every kid grows up playing basketball. Same thing applies in your large urban areas. Also, the brand of basketball played in most southern high schools is really sloppy fundamentally and it translates to the college game.
