Miles also had to do zero work as he inherited a Saban roster. Butch inherited a Dooley Roster.

Tennessee had the #9, #13, and #17 recruiting classes under Dooley.
So it isn't like he had a bare cupboard.
Also the East sucks, and sucked last year.
