How can I be a nonresident and have to get a license? Are they saying I have to change my permanent address as well? Otherwise I'd have a TX license with an SC address on it and that doesn't seem right.

The law is for new permanent residents. You're exempt as a Non-resident visitor (student), just like everywhere else.
