Agswin, you are looking at the statute or Administrative Code provisioin for vehicle registration. Rule 15.54(2)A)(v)


The near-parallel statute related to driver's license DOES NOT include a student exemption, only military and agricultural equipment. Tex. Transportation Code Section 521.027 (Persons Exempt from License Requirement)

Why are you arguing this point? It is crystal-clear.

How can I be a nonresident and have to get a license? Are they saying I have to change my permanent address as well? Otherwise I'd have a TX license with an SC address on it and that doesn't seem right.
