I have no doubt that he covets Penn St -- but not in the circumstance they hired Bill O'Brien in. That would have been just as stupid as Kiffin taking the USC job.

Given the circumstances that Franklin was hired under though, Penn State was in pretty good shape. I just don't think that he was offered the job personally because if he was, I think he would have taken it.
