If a deal is involved it usually involves bosses over soldiers if we are going with the drug theme of breaking bad, this would be my guess. Top 5 negotiate on who they all agree to remove from the bottom 10.
If it was just bringing somebody back, seems like the theme would have involved the undead or some such.
Who really knows till it happens tho.
