Yes, he did. The part where he talks about how the Heisman stands for more than football and integrity, etc,, then says he can't vote for Gurley because of that.

Ok guys, you are right. Herschel can do no wrong. He didn't use "where there's smoke there's fire" to judge another player. It was bad info from an insider. Let's all post trite gifs now...

Pretty sure he's questioning it with this statement. He's saying Todd took money and realizes it was wrong....
Again, all he has is a rumor from some guy claiming he paid Gurley with no proof.....
