Targeting happens when a defender lays out on a hit before its apparent the hit needs to happen. For instance, a DB might assume a receiver is going to catch a pass, and begin a violent tackle before the ball even gets to the receiver, however, sometimes this is necessary if there is separation.
Targeting should be called on the scenario above only if the defender lands the hit high. It seems though there is a bit of variance, and targeting can be called on any hit that is landed high.
