Oh, I agree. But I have no affiliation with Pennsylvania State University. I think its horrible that they were let off the hook.
The Faculty Senate at Florida State is going to demand that the President of FSU do something about Winston, or be faced with a faculty ready to oust him. I suspect Winston is on a very short leash.

You should have just left FSU and Penn State out of our your OP altogether.
It distracts from your point and as you already admitted those situations are not even remotely on the same level (rape accusations, child molestation).
