There is a difference between stepping and stomping. If Dillon would not have engaged his leg just prior to making impact it would be considered a step. However he did engage his leg (aka, cocking like you cock a gun) to put more energy and force into the defenseless players stomach.

When a person makes an effort to engage there leg as Dillon did it is clearly intentional.

There is no angle, no shot of him, while in mid air, pulling his leg in and stomping it down. Sorry, there's just not.

The only time he bent his knee or raised his leg was in the jump to clear the people on the ground.

His knee was still bent when he landed, indicating he was not stomping and trying not to put all of his weight on him.
