Basically it would be a 2 prong system

Prong 1 = Legal drug pusher like Merck, Lilly, and Joe Camel

If you make a drug that is in the public good - like anti cancer drugs or diabetes drugs - you get capped on what you can rape the american public for. If you sell nicotine via cigarettes then the only thing in those cigarettes are 100% leaf tobacco. Sorta like 100% purity and no additives to make you more addictive.

Prong 2 = Illegal drug pushers for things like heroin and cocaine. To a certain point the general American public are sheep and need to be protected from their own dumbassery when it comes to certain drugs. Look if you want to do shrooms, great, but check into a shroom hotel for a weekend so nobody is at great peril. If you take shrooms then get into your car and run through the neighbors living room and killing their daughter it is another story.
