For me its simple. The kid makes a terrible decision to get out of the car.
Tony made no effort or very little to avoid him. He had a line and stayed on it.

And gunned it when he got to him.....
Trying to show the kid just who he's messing with and let him know he doesn't take shite off anyone........and.accidentally killing him in the process.
That appears to be the grim reality here.
