No. They don't. There may be people who say "yeah sure I was 21 and got into orientation phase" but that shite does not happen. There will never be a contemporary operator who is 21 years old unless he is especially gifted. That's why most of the time they're not accepted.
And 21 is a much better age than 17. "Plenty" is something you're going to have to qualify. Is that 40% of a class?
20?
10?
5? I'd say any given class may have 5% of its applicants entering at an age before 24, let alone at 21.
I've personally met 17 year old SEAL candidates.
