I am seeing "cited", not "arrested". You get a ticket for weed?

Not sure if they found weed or not. I skimmed the article:
pulled over for tint (heh heh) and "smelled of weed"

I believe you can in Arkansas if you possess under a certain amount.
Instead of taking you to jail, booking you, having you request and post bail, etc. They cite you and you have to show up for the arraignment.
