Not that bad, I'd say a 4.
The ethics thing is mostly a Carter campaign tactic anyway. Otherwise he would have done this a lot earlier while he was in the State Senate

FWIW, I'm still highly suspicious of Carter but I also think Deal is dirty as mud.
