This is correct and due to the fact that the majority of Tennessee's black population came to Tennessee during and after the Civil War. Memphis was where many of Mississippi's runaways and those fleeing during the war fled to. East, Tennessee, in contrast served as a 'maroon zone' in which free people of color, those running from slavery, and many others ran to and escaped slavery for several generations long before the Civil War started - this group came from NC, VA, SC. It was also abolitionist hotspot (before abolitionists were even heard of in the North).
