Its both. American blacks, as a group, are more physically gifted than their white counterparts. They develop muscle mass much more easily, they have a more efficient metabolism, have more fast twitch muscle fibers especially in the quadriceps, hamstrings and calves, have a larger average lung capacity among athletes, etc.

Obviously, you have to train at something to be good at it. That being said, given the same level of training, a lot more black players will be great than white players because of the inherent physical advantage. Its why you'll never see a white guy doing what Lebron James or Deion Sanders can do.

But again, put a white guy from Mobile into the same training regiment from a young age and he wont best the beat black Jamaican sprinters.

There is nothing wrong with acknowledging the fact that there are physical differences. Whites in this country descend from Europeans, who for several thousand years bred in a society much less physically demanding than the one their African counterparts dealt with. Combine this with the under discussed but very prevalent breeding practices of European and American slavers for nearly 400 years and you get a distinct physical advantage among those with equivalent training.
