Depends on the state. I'm pretty sure there are still several states that allow corporal punishment in school with a paddle. Most all states have some language saying a parent cannot use "unreasonable force".

I have yet, in my over a decade working in conjuncture with CPS in schools and facilities, to see parents punished for just spanking even with a belt unless they physically injured the child.
