Oklahoma State may not be a blue blood, but they are the next step down. They have been in the NCAA since the beginning and were still in Final Fours in the last decade or so. Having 2 NCAA titles puts them is a pretty small group and from Iba to Sutton they have had an NCAA Final Four history only surpassed by a handful of teams.
Utah was really just 1 coach and he has since passed away.
If Kentucky is #1 and Arkansas is #2 in the SEC,
Then Kansas is #1 and Oklahoma State is #2 in the Big 8 / Big 12
