It's very hard to play 4 years in the SEC. Some programs (Bama) are reluctant to start a freshman at QB.

Murray stayed for as long as he could because his physical appearance precluded him from leaving early for the NFL. Most QBs who are good enough to play 4 years, don't because they put in just enough to draw the interest of the NFL and increase their draft stock. That fourth year is just too risky.

What, are there any QBs currently in the conference who are on their way to starting for four whole years?

It's a good point. Murray was a very good QB that I think everyone had the "wait and see" attitude with because of his height and partly the desire to see him win a big game or games. Same stats and 6" more height and he'd been gone early in the draft last year even without big wins.

So it'd be hard to replicate his stats imo. You'd have to have a guy at an SEC school that loves to pass the ball, has good WR/TEs and either loves it so much or is also just not "right" for the NFL to approach Murray's stats. If building huge stats was a goal, Murray and UGA were a great combo and I doubt he'll be matched.
