As said, it takes two. There's a lack of responsibility across the board. But by all means, put it all on the woman.
That's about five separate threads in those paragraphs.
I just don't advocate for mandated (mindless) testing on my dime while making a few beneficiary's rich and gaining little too no results from it all.
You always see rampant kickbacks and abuse when mandate's are involved.

Eh, they already do urine tests at most OB/GYN visits (as I said in my earlier post). And it'll still cost far less than that child being on a disability check later.
