Why can't the answer be that God created this wonderfully complex program called the Universe and all we see and know are just parts of his programming at work?

It can be but in terms of what we teach in school we have to go with more fact and less philosophy. You ask and give a philosophical question and in religious studies and philosophy classes it would discussed and built upon. In a science class, a question/answer like that doesn't belong. However, a person can embrace both evolution as well as your philosophical view of the world.

Emphatically no. Philosophical education has been ignored to the detriment of our whole educational process. It is the underpinning of all learning. There is no science without philosophy.
