I see the marijuana and alcohol-related offenses as something relatively harmless.

These are victimless crimes and as Warrior Poet mentioned, mostly class C misdemeanors.

I don't see these offenses as part of some greater criminal enterprise that is in need of drastic action.

Finestfirst79, from your exploits it would appear that you were quite the lawbreaker in college as well.

whether or not they are harmless is not the point. the point is that every 2 weeks, a fricking starter gets into trouble over them. And that's absolutely ridiculous
