Absolutely nothing. Minors are allowed to drink under the supervision of a parent or legal guardian.
Used to see lots of 18 or 19 year old girls drinking with their 21+ year old husbands back in my Northgate days.

In public? Really? I would think the restaurant/bar wouldn't be able to sell if the alcohol was going to a minor in any way. Wouldn't they lose their license?
