DT has been a senior 3 times so technically he would have been a junior I think. That's the only year I know of a senior not getting it but there are probably others

I think they changed it in 2010. From 2006-2009 the number was retired and the award winner only wore a patch on their jersey. When they returned the number to use they changed the eligibility to include anybody on the defense not just seniors.

As I said above they changed it in 2010 and now any defensive player that meets the criteria can wear it.
