I'd say your assessment is pretty accurate regarding child support. Oftentimes a divorce decree will provide that once a year the non-custodial parent will provide the custodial parent with proof of income and it is for the purpose of calculating child support payments. Judges pretty much are going to adhere to the guidelines LINK although there is really no limit as to how often a party may seek an increase/decrease in support in any given time period.
