False rape allegations should cost someone at a minimum 10 years in prison.

I am always skeptical when I hear of college campus rape. Rape is being forced to have sex against your will. These days, "rape" can be any time a woman regrets sex the next morning.

No, rape is sex without mutual consent. If the girl was too drunk when the sex happened, she can't legally have given consent.

Obviously, drunken sex happens all the time, especially in college, so the consent issue here is complicated. 99% of the time, both parties absolutely wanted it to happen and gave consent. Still, in many states, inebriation can be enough to claim lack of consent. If the girl was passed and on video, that is enough to file charges regardless of the victim stepping forward.
